I am building a house and I am interested in doing an exterior that I have seen on several new houses recently. It looks like stucco over brick and then the stucco is peeled off in places. It looks like an aged stucco but it is on new construction. Does anyone have any idea what this is called or how I can get more information on it?

Are you sure they aren't un-struck mortar joints? Sounds like a Weep-Joint. The mortar is applied heavy to the base and the mortar that squeezes out is left out there.
