i am using the mortar poured onto a flat surface to get bear paw prints by my garbage cans at night. when the mortar drys it flakes or cracks. am i doing something wrong? the mixture is thick enough so it won't pour out of the bucket when i mix it. is it possibly too thick?

Portland cement and sand would work better than mortar. Mortar contains lime that makes is weaker and softer than just cement and sand alone. Being too thick is not the problem. Thinner cement based mortar or concrete will shrink more and be weaker than that mixed with less water.
