We work in a newly-painted office and would like to hang some posters and framed items on the walls without damaging the beautiful, new paint job. As adhesives tend to remove not only paint but plaster as well, they are out. Fun-tak and its ilk tend to leave ugly, oily stains, so that's also out of the question. Thumbtacks and small nails, whose holes can be easily filled with spackling compound seemed like the best idea, but we've discovered that the walls are far more difficult to penetrate than we had previously imagined. Nothing we're hanging is terribly heavy. Any suggestions would be greatly appreciated. Thank you.

You say that the walls are hard to penetrate with tacks/pin nails, so are the walls concrete? If so, there are small concrete hanging nails (looks like plastic hooks with several small nails protruding from the back). These are easy to put in, and don't leave deep holes.
