How high should 23" display shelves be mounted on a wall to display pictures or collectibles? Eye level? I want to mount 2 shelves and have one higher than the other on a diagonal.

Alot depends on what else is going on in the room..........if the shelves are seen only while standing and they hold relatively small objects then at or below eye-level is good........If the room is a sit-down space then a lower view point may be chosen.......

Why not "test" the situation with a mock-up of paper and tape and let your own good judgement and style dictate the placement.......easier than patching the plaster if you goof.

A test mockup is a great idea. I did this when I was planning to have french doors added to a wall in place of a window. It allowed my wife to see what they would look like and how they would fit before any "cutting" was done.
