What is the easyist way to replace a rotted post that is set in 12 inches of cement in the bottom of the hole? any ideas will be apperciated. thanks

dig it out and replace it.

setting apost in crete is the fastest way to make it rot. The crete holds water to the wood. Use a PT post.
