After this rough winter in the great lakes area, it would seem that the concrete bases of two of my deck's posts are heaving by an inch or so. The deck is now three years old and is 12 x 18, attached to the house on one long side, and has a total of five posts. Two adjacent posts at one corner are the ones heaving. The other three appear to be fine. At time of construction, the holes were measured for depth and approved by the local inspector. Is there anything i can do before it gets worse?

If they are heaving the frost level most have reached down to the pads as you've probably suspected.
You'll have to wait until thaw and look over the project to see your next best course of action.
If anything you'll need to dig down to the bottom of at least one of the piers to see what could have caused it, perhaps you have a high water level in that location and may need to place a couple of ft. of drain rock below the two piers then reposition the posts. Worse case will be replacing the two that are affected entirely but place the concrete pads lower in those location by at 12 inches below the suggested frost depth.
You may be right on the line? Where the depth goes from 4' to 4'6, in any case the frost levels are only a recommendation by your local building dept. so I don't think you'll have any recourse there.
