Can I use the existing outdoor deck attached to the house as a foundation for a new sunroom addition?

No not usually.
Decks are set on piers and rated for a smaller load than a room with walls, windows and a roof.
Check your local building dept. or contractor though, if the deck piers have proper footings it may be possible in some areas by adding more piers depending on the type of sun room.
