I am replacing the decking on an upstairs balcony. The balcony is over an enclosed room. Originally the sleepers were screwed in from below but since the below room is finished I cannot repeat this without tearing out the drywall.

What is the best way to secure the sleepers this time?

Also, there is a 2" wide rubber strip between the sleepers and base floor. What is the purpose of this strip?
