I turned the water off to the house to cap some old supply pipes. The shower pipes are dry but the toilet pipe continues to leak water out. I opened other faucets in and out of the house to loose the pressure but it has been running now for 4 hours. ?????

When your main shut-off doesn't work,it is not a good situation!You can try to give the valve a little bit more of a turn with channel lock pliers.If that doesn't work,then you'll need the town/city to shut-off at the street.That,in turn,needs to be coordinated with a plumber to replace the faulty shut-off.
It does not appear to be the main shutoff. Every faucet, toilet, spigot and other pipes I severed have stopped dry. This one 1/2 inch supply pipe just continues to leak. I can't solder it shut until the water goes away . . .
It may very well be the shut off value, but the leaking toilet is the lowest point in the water flow after it enters your house.
After the water runs into the toilet, no pressure remains to push it upstairs to other outlets. Most plumbers will have a key to shut the water off at the street. Replacing the mail shut off valve (get them to install a ball value as a replacement) is a couple hours of work. Good luck!
