We have a running toilet that if you wait until the tank fills up and then use the faucet, will stop the toilet from running. Jiggling the handle, adjusting the flapper or water level don't seem to help. Any guidance would be appreciated.

My best guess...
The shutoff valve (controlled by the float) is weak and can't close properly while the water pressure is high. Reducing the pressure allows it to close.
