2.If water from a washing machine drain can be harmful to septic operation where should it be run off to?

Where I live you MAY NOT run the washing machine water anywhere else - I checked. I had read about it in a book on septic systems that acctually advised using that water in your garden.
You should check into it with your county or local govt. before doing that.
