If a freeze proof sillcock is installed through a brick/cinder block wall and doesn't extend the whole way through the block to the inside, is it still effective? The longest one I've seen is 12", and I don't think that will go the whole way through.

It won't be as effective as if you had it on the inside. It will depend of course on how cold your weather is and how much insulation is preventing the heat from coming outside to keep it from freezing. If you have a cold winter, you might want to shut off from the inside, if you have a valve there.
