The reason you can't replace a tank with a flush valve, is because the bowl on a tank type toilet is designed for lo volume flush. A specific amount of water over a period of time. A flush valve toilet, is designed for a rapid flush, a much faster volume of water over a shorter period of time.

Toilets bowls are designed to match the tank or Flush valve.
