I cannnot get the water to stop in my bathtub. I push both the hot and old handles to the off position but the hot water still trickles out. How can I get this to fully stop?

Then replace the parts as needed like washers, seats, cartridges.
Get the name and possible model number of the shower body.
Considering you said both the hot and cold handles I assume you have a washer type body thus you will have to replace the bib washers, screws and depending how long this leak has been going the seats inside the body.
It msy pay to replace the spindles and handles also.
If this is a Gerber they make an OEM replacement package
