I have a friend with a bathroom sink fixture and a shower that both have low flow rate when you turn from cold water flow to hot water flow only. It is noticably less flow on the hot water side. The house is about 35 yrs old, and the fixtures appear to be very old or original. Is it possible that mineral deposits form much faster on the hot side and clog up the internals of the fixtures on the hot side only????

Take a pot of cold water place it on a stove and watch it until the water boils... out NOTICE the mineral deposits on the bottom of the pot?
You did not notice the minerals in cold water THUS you just proved that hot water tends to have minerals adhere to the internal parts of piping, water heaters and proved with out a reasonable doubt that minerals suspended in HW will close the effective opening of the piping it passes through.
