You have two choices both involve shutting off the main water supply

1- Shut off the water supply disassemble the valve for the toilet and try to repair it.

2- Shut off the main supply and replace the valve, open the main valve SLOWLY and test all work making sure to bleed out the air in the system after you drained the water below the valve in question
