I'm building a deck and have yet to cut the posts to the desired height. I would like to know if it is better to use joist hangers or rafter ties to secure the joists to the beams?

For flush beams use joist hangers ( I prefer simpsons LUS series for the double shear nailing), for typical beams use an H2.5 clip if you're coastal or earthquake to the joist for uplift. In most situations you can nail the joist to the beams with 3 8d as per code (ubc T23-ll-B-1) for joist nailing.
