my toilet rocks back and forth when you sit down. it is not leaking water though. the bolts seem to be tight. what can i do?

You may have loose floor flange, or the floor is not level or the bolts are not tight enough Or you have PVC soil line not properly secured Or the floor flange is to high Or some used a plastic horn type of wax gasket that is not seated properly.
