I live in Phoenix Arizona and I had my electric water heater in my garage replaced in 2004. A home inspector just told me that the water heater has to be 18-inch off the ground to be within code. I looked at the city of phoenix web site but I could not find anything. Do you know anything about this?

First of all, unless it is a brand NEW home and the inspector is qualified, a home inpsector should not be inspecting as to code. Only house condition.
That is unless he has a code of each code, with admendments, that have been in affect since the house was constructed. And he can verify the date of each item and installation that he is inspecting.
As to the WH equipment with FLAMES the FLAMES have to 18" above floor level in a garage.
Electric WH don't have flames.
The guy is a hack.

I work as an expert witness and the easiest cases to win are against "home inspectors"
IMHO I found the majority to be incompetent at best and crooks at worst.
I have to agree with Bill as the AGA stated that GAS Fired water heaters had to be located 18" above the finished floor as gasoline vapors do not reach this height.
Today the gas fired water heater have a flame safe guard.
UNLESS Arizona has a special sparking heater that is not common to the rest of the country Id seek out a real professional like a licensed plumber or licensed electrician
