When I turn on my cold water, it runs cold for about 5second then runs hot for about 35sec and then it back to cold for the rest of that operation. I am getting this in all my faucets and also hot water in the toilet bowl. Is this a bad seperator valve or water heater? Please help! Thanks!

Some of the possible causes
1- No heat sink of 27" to prevent stratification of the hot water molecules going to the cold water as heat goes to cold
2- Mixing of the supply hot and cold by a defective shower body or solenoid vale
3- A tempering valve is slow acting thus it is NOT considered an anti scald device and the element may have some mineral deposits slowing down the response time (sensing)
4-Washing machine connection see solenoid not holding properly.
5- By pass through anther fixture or appliance.
6- Cold water lines close to a heating line
