I have a tub that previous owners removed the overflow plate and the bottom half of the lift assembly is still in the overflow tube, how can I remove the bottom that has the plunger attached?

EASY FIX. get a wire hanger straighten it out make a TINY hook on one side feed it GENTLY down the over flow and your using the hook like a closet auger (snake) to snare the part.

NORMALLY it takes less then 3 tries and 30 seconds to retrieve it
