I turned on the water in my basement which supplies both frost free hose bibs and I get no water after turning on bibs on the outside of house. What could have happened?

Possibly there is debris under the bib washer seat and thus will not allow water to flow.
Or
The bib washer is separated from the retaining ring on the valve stem and blocking the flow.
Try closing and opening all the valves again
