The instructions say it's permanent and not to remove it, but I've removed them easily before, they used to just pop right out. Now it appears to be fastened somehow. Is it possible and ok to remove these without damaging the showerhead?

You will have to ask a non licensed (plumber) contractor as being licensed we cannot condone breaking the law (low flow fixtures)
One of the congressmen in NYC decided he did not like the 1.6 toilets (he put into law with others) and had one brought in from Mexico 3.5 GPF and when he was confronted he said I did not know, the plumber did the installation and as a professional he should have known better to install it
THUS a professional can not tell you how to disable what was the law for the manufacturer to put in.
Don't you just love big brother saying do as I say not as I do?
Like drunk driving Senators who are never brought to justice or the kin folks of politicians on Drugs that seem to be allowed to go to rehab rather then jail like a regular citizen.

The other night we watched a movie called, "Flags of our Fathers." During the movie, I pointed out the radio broadcast of "Tokyo Rose."
She had the best music on her station. During World War II; the Japanese developed a way to demoralize the American forces. Psychological warfare experts developed a message they felt would work.
They gave the script to their famous broadcaster "Tokyo Rose" and every day
she would broadcast this same message packaged in different ways. The Japanese hoped it would have a negative impact on American GI's morale.
What was that demoralizing message? It had three main points:
1. Your President is lying to you.
2. This war is illegal.
3. You cannot win the war.
Does this sound familiar today?
It is because we are being bombarded by Tokyo Hillary, Tokyo Harry, Tokyo Teddy, Tokyo Nancy, Tokyo Murtha, etc.,and they have picked up the same message and are broadcasting it on Tokyo CNN, Tokyo ABC, Tokyo CBS, Tokyo NBC, etc., to our troops.
The only difference is that they claim to support our troops before they demoralize them. Come to think of it, Tokyo Rose told the troops she was on their side, too.
After the war we captured her, she was tried and convicted for treason!
