When my washing machine drains, I have water coming out the clean out pipe just outside my kitchen window. I assume I have some sort of blockage some where. The washing machine is about 25' from the kitchen sink. What can I do to sovle the problem or should I call a plumber to address the issue?

If the cleanout outside the building is showing you it sounds like a main sewer stoppage, possibly roots or lots of soap and grease reducing the internal piping diameter.
In this case a professional should be called as you may need snaking /rodding and possibly high pressure water jetting to scour the line to get back full flow
