whenever i turn on a faucet ot flush toilet , a loud humming sound starts,then goes away when a turn off the faucet or the toilet tank fills...i believe its a pressure issue..so i've been adjusting the main but it wont go away...any advice very welcome..thanks

Should get you started on your diagnositc investigations.
Stop messing with your main shut-off valve OPEN IT COMPLETELY. You shouldn't be operating your water system with this valve any other way other than COMPLETELY OPEN.
If your overall water pressure (actual presure measurement) is greater than 70 psi from the main look into getting a pressure reducing tank/expansion tank system.
Consult a licensed plumber if you're in over your head.
