The water level in one of our toilets keeps running over the intake pipe. The flush valve is different from many I've seen....American Standard (yellow, almost oblong)? I can move it up and down, but water still goes over opening?

Hoping I don't have to call plumber, but suspect I will. Toilet is one of the low flow flush types.

Many times the fill valve can be replaced and not with an OEM part
