How do you know you need an expansion tank>?

Well....after talking to a worker at Buchheit's. We put a regulator in just as the water line comes into the house. Then we were told that we needed an expansion tank for the hot water heater. But we already have a pressure relief valve on the hot water heater. I guess the expansion tank is a second safeguard? Can you explain it, we really don't understand why either.
