Is there any product that is currently available to either replace or cover rusty baseboard heater covers?

use an angle ginder with a flap wheel to clean the metal and buff it smooth then use a high temp spray paint( automotive supply stores carry engine paint and high heat paint for headers etc.)

good luck, remember preparation is everything!
