How do you calculate the angles at the top and bottom of the stairs for the skirt. I have a landing that I want the skirt board to continue onto so how do I determinge the proper lenght/height?

It's a bastard joint.
Let the stair skirt lie beyond the top & bottom risers. Place a horizontal base and connect the back outside angle to the front inside angle.
Cut the horizontal and copy the joint onto the skirt. You can do this with any two differently sized (depth should match) pieces of stock that meet at an angle.
Basically you are bisecting the angle at the points the sides meet.
