I am considering buying a small house in Lumberton, NC that has asbestos siding which seems to be in good condition. The house is currently rented which I will continue to do if I bought it. I am concerned with the possible legal problems with tenants so am thinking I could cover the asbestos siding with new siding. The roof is described as having "composition shingles" whatever that means. Any thoughts?

Composition roofing is an asphalt saturated felt with a mineral coating. Very common. There can be asbestos content in the felts, but is generally deemed non-friable.
the ideal thing to do with a house with asbestos cement shingles is to try to buy it inexpensively. There is no need to cover it. Painting serves to keep the surface in good condition, and there is no potential for health risk if it is maintained and in good condition. You can hang vinyl siding on asbestos cement, but it requires nailing which will probably break the tile. That is certainly more hazardous than just leaving it alone. The siding can be removed as well, but requires some expertise and is better to do with personal respiratory protection.
