Can I stain pressure treated wood and if so how do I remove the green color before applying the stain

No need, just use solid stain.

If you have the new pressure treated wood which has been out for at least a year now you can't apply stain to it for a year as there is so much copper in it that it will bleed through the stain and possibly give you adhesion problems. What you will need to do is apply a coat of Seasonite from the Flood Company and wait a year before you apply your stain.
