Sale of Equipment depends on your local dealers. Some do, some do not. It's a matter of liability. "They are hesitant to sell equipment sometimes in fear of the consumer killing himself". You can ask the local dealer in your area.

I don't know about VA, but in many places you must be licensed to handle the coolant used in AC. You could not buy it yourself.
