The laminate flooring in my kitchen is bubbling and buckling with some soft laminate flooring in some areas with the feeling you will go through the floor. The kitchen cabinet around the bubbling area has mildewed! Please help and let me know what is causing this and what I should do. Thanks!!!

You have a leak letting moisture into the floor area by the sounds of it. You'll need to find that and get it stopped then replace the damaged flooring & sub-floor.
You didn't say if you were on a slab or a platform floor so? If it's concrete it will still be moisture but that could be penetrating the barrier beneath the laminate.
Also there are many grades of laminates, from pergo up to aloc each with it's own unique properties. You will need to do some research on the type you have to see if the install was done properly as well.
If it's by the kitchen sink I'd start under there, if it's by the refer, then see if the supply line drips to the ice maker, if it's by a weather side door, look at the door pan... and so on, a process of elimination really.
You'll need to isolate that leak before any repairs should be done.
