We put new baseboards down in rooms of our house,do the door frames & windows have to match the baseboards (white baseboards & wood frames) and do the baseboards & door frames need to be uniform throughout the house?

No, but you will want to keep them proportinate, and you can change styles from room to room.

For example from the public to private, or from formal dining to living.

Proportion to scale, typically you'll use a 5 1/2 crown to a 3 1/2 base to a 2 1/2 casing, (approx) for door & windows. This is an 8' ceiling up to 16x16 room with normal furniture.

That would be an example of proportion to scale... this can be changed with the design though as well.

Say you have a older craftsman with 9 1/2' ceilings you may go up to a 7" base with a chair rail at 38" 5 1/2 inch case and 6 1/2 to 8" crown build up...
