Does anyone have any good easy solution how to provide an external outlet or how to get power to a car block heater?

We live in a second floor rented apartment. Any help or suggestions would be appreciated. Thank you.

Unless your landlord puts in an outlet for you, the only thing I can think of is run an extension cord (assuming offstreet parking near your apartment). From personal experience of owning cars that are old POS's, I've found that a new battery, plugs, distributer, and some HEAT in the gas will get you going on the coldest morning (-20 F?).
