Wiring a recent dormer addition, the cathedral ceiling lights are located in the rafters. Local code inspector notes he adopts the NEC code. Does nec code require the use of emt is ceiling rafters or can nm-b be used from the switch to the lighting fixture?

Also, when extending new nm-b to replace N & T within interior walls 1st floor to 2nd floor, does the 1" hole count as an anchor,or does the drywall need to be removed on the 1st floor and stapled to the vertical 2x's

sheathed electrical cable is ok in the rafters as long is it is not subject to physical damage which I suspect it would not be up there. When fishing wires in walls the securing requirements are not applicable to the wiring that is fished between to points.
