Mu husband tells me he watched an episode of Home Again on TLC where BOb was discussing a device that can be added to a home's circuit breaker box that acts as a surge protector. With this device, a child won't be shocked if they stick soemthing into a wall outlet.

Much to my dismay, this all of the info my husband can recall about this. I wanted to get more info on if such a thing exists, how it works, and where to find it, etc.

He wouldn't be referring to a ground fault circuit breaker would he? As I understand it, these are kind of like GFCIs that go into the electrical panel instead of an outlet box (they replace your typical circuit breaker and protect the whole circuit). Sounds like you're looking more for shock protection than surge supression. For shock protection, GFCI is a good way to go--whether in the panel or elsewhere. I've even seen hair dryers with GFCIs 'built in'...a great idea.
