I'm changing out a 200amp service to a 400amp service. This is out in the county and I not sure if the feeder wire from the transformer to the service mass needs to be changed out. I'm use to routine and not the "Bible."

It is usually the responsibility of the utility company to feed from the transformer to the service mast.
Yeah, they want an engineer out there. For what I don't know, they also said I need a master to be able to do that. My thought is that the less they know the better. They also charge you for pulling the meter. That a real incentive for people to go to the utility company. What I really need to do I guess is one of two things: Find a master that will work with me on this job or get of my lazy butt and look up wire sizing and pray I don't get caught.
It's residential, They have a boat house with three boat lifts about 300' from the service. They also are putting in a pool and they just built a shop for with lots of saws and compressors. They can have another meter, but they want that for the guest house and shop on. They want the boat house and pool on the same as the main house. The main house is all electric and the panel is too full and will be too overloaded to add all that.
What state are you in, I have a N.J.licence.
