Over old roof, or remove it

Hi all, I've got three quotes from roofing contractors for my roof. It's a pretty shallow pitched roof. Two of the three want to remove the old roofing, while the third says it's not necessary. All in all, it's a $1000 difference in price.

Going over an old roof is not the same as getting a new roof, Removing the existing shingles is the only way to insure that you have a sound deck. If there is a deck rot problem now and you shingle over your old roof this could lead to serious problems down the line.
