Has anyone heard of a newer and less expensive alternative to Hot Tar and pebbles for a roof in the NorthEastern US with a pitch of 2:12? Also is there an alternative where we can add insulation on the outside surface before the final roof. Thank you!

Very roughly five years ago, my Chicago area church reroofed a flat roof. To add a pitch, the roofer installed tapered rigid foam insulation. On top, they put a large rubber (I think) sheet. It's held up well so far.
