I need advice on improving my old-house roof problems. My house has 2x4 roof construction and a dormer area has partial reflected (i.e. sloped ) ceilings on the interior. This makes insulation & ventilation difficult due to small size of the 2x4 cavity and difficult access. Also, there are no soffit vents in this area so airflow is minimal. My thought is to build a 'cold roof' of 2x4 over top of existing dormer roof decking, install 2" of rigid foam insulation between the rafters and use the other 1-1/2" for good air flow through the rafter cavity into the attic. Then I'd pack the old 2x4 roof cavities with blown-in insulation. What do you think? (My builder is not quite as enthused as I am...)

I can understand your contractor's reaction. It seems to be a lot of work and may not fit with the look of your house. How high is the interior ceiling? I would take down the drywall and add a layer rigid foam across the joists then drywall. Not perfect but you would gain a few R's.
You could also buy a bunch of the panels used to keep soffits open when insulating attics. Install them throughout the ceiling. Add a 2x2 or 2x4 to the bottom of the roof joists. Install insulation and drywall. You would lose 2 to 4 inches of height but will insulate with air circulation.
