Recently I installed four new boilers to four apts and installed thermostats as well. The electrician that installed the thermostats according to plumber located it too near the baseboard causing the system to give false readings and shut down. How many feet should a thermostat be away from the baseboard?

the thermostat should not be located right above any heat source including baseboard and typically should be on a wall with no heat.
