I just purchased a new free standing range to replace my current drop in model. In addition to the three inch shift in one of my lower cabinets, I know I will need a new four prong outlet installed since the drop in is hard wired. I have no experience with installing this type of thing. I have heard it is easy enough, but don't want to burn the house down. Can anyone provide guidance? If this is too much for a beginner, how much should I expect to pay an electrician? Thanks in advance!

From your description I would recomend that you contact a local licensed electrical contractor to add the outlet for you. It needs to be done properly. Cost will vary depending on the area.
