Good news Steven,there is a latex paint which chemically reacts with rust to bind the paint and the rust to the metal(no scraping or brushing).Check at your local paint store for such a product,if you have a problem,call Chromate Industrial Corp.,Bohemia,NY (516)-567-2200 and ask for Red Lion Rust Away #74157.You may be able to link up with one of their sales people if you need additional info.

Try renting a pressure washer. you need a powerfull one though , at least a 3000. $50 to $100 a day to rent. these are so powerfull that it can put a hole through a 3/4" peice of wood. Ask your local tool rental outlet if they believe it will work, I believe it will.
