Question: My new house has a halogen spot light on the staircase that is always on. I followed the wire in the attic and its connected to a fixture in tthe attic but as no switch. At the foot of the staircase and in the upper hallway are switches that control the upper hallway light. I'd like to link the staircase light to the same switches. I am a novice and need guidance.

I suspect that this was a wiring mistake at that fixture and it was probably ment to be turned on and off with that fixture.
If this is a NEW new house then contact the builder and get it fixed.
Other wise you want to start with a book like Black and Deckler Complete Home Wiring and Rex Cauldwells How to Wire a House. Those and similar are available a the big box stores and bood stores.
Thos will show you the basics such as hot, neutral and ground connections and the proper way to make connections.
After you have looked at those books then turn the breaker off for that circuit. Verify that that both the always on light and the fixture controlled by the switch(s) are dead. The remove the fixture, but don't disconnect any wires. And list all of the wires and what they are connected to.
