The electrician told me tha the cable going to the outside meter is damaged by water. How does this happen. It has caused rust in my electric box.

There can be several causes.
Defective weatherhead.
Bad sealing fitting where the cable enters the top of the meter box.
A hole or split in the outer jacket of the cable.
Water will flow downhill & will eventually enter your breaker box if it is at a lower elevation than your meter box. This usually causes the lugs on the main breaker to coorode to the point that they become unsafe (especially with aluminum conductors).
I've seen this happen many times, so it is not a problem that is unique to you.
