We're in an 18 yr old house. Thisam a trip went off and now refuses to reset. We've disconnected anything that was on the circuit and still no go. I've called an electrician but I'd like to have some base knowledge of what the hell the problem(s) is!

It is hard to tell. Could be a bad breaker.
I had one like this that opperated some outdoor lights (and indoor) and the wires had improper underground splices and the water got to the splices and coroded the connections.
If it is a GFCI breaker then there might be a host of other reasons.

Make sure you are turning the breaker completely off before trying to reset. If it continues to trip, your electrician will disconnect the wire from the breaker and try to reset it. If it trips then, the breaker is bad. If it doesn't, the problem is in the wiring or in something connected to that circuit.
