Based on your other message in the construction blog folder it appears that you are not building in the US.

Possibly some Central or South American country.

So I don't know what kind of electrical and grounding system that is used.

I do know that some countries grounding system is MUCH, MUCH different than the US and if you tried to mix US wiring with those other grounding systems it would be very danagerous.

That said in the US, for basic circuits, you have a Hot, a GROUNDED CONDUCTOR (commonly called the Neutral) and the Equipment Grounding Conductor (commonly called the Ground).

And if a metallic conduit is used or certain metaling cabling system then they are the EGC connection and a separate ground wire would not be run.

And the ground wire for the receptacle would be attched to the metal box.

But based on what you describe, if you used the right term, is TOTALY WRONG FOR A US WIRING SYSTEM.

I sugest that you find someone else that can inspect and advise you of what is proper in your area.

i understand all of what u are saying i'm advance in electrical wiring in the us i was curious of what i see what kind of proble will i experence from that it's pvc into a metal box he has no ground 1 hot wire and the neutral he ground/connect to the box what kind of problem can that cause

That setup is very dangerous. If anything happens to the neutral connection that box can become hot.

And also anything that is plugged into it and anything downstream.

Even if the neutral connection is not broken you now have current flow through the neutral/ground. And if will have a voltage drop. So you might have a voltage different, for example between the case of a refigerator and the kitchen faucet.
