There is electrical power throughout our house except for two rooms. there is no power at the switch or outlets in those two rooms. Could the circuit breakers for those two rooms be bad and if they are how do you check to see if they are? or could there be foul play such as rats or squirrels chewing on wiring in attic? Thanks for any help.

Any of those are possible.

Frist trip the breaker off and on. A breaker can trip, but the handle not move enough to clearly indicate that it tripped.

But you will feel the difference when you move to the off position.

After a tripped breaker the most likely cause is a bad connection at a receptacle if they used the pushin connections on the back of some cheap receptacle rather thanthe screw terminals.

With the breaker off start check the FIRST receptacle in the circuit. Typically the one closes to the panel, but not always.

To do more testing you need some kind of test equipment.

The $1.79 neon test light is good for most problems.

It is possible you have a bad breaker. Take the panelboard cover off. There is a copper screw that the wire attaches to the breaker. Put one tester lead on that and the other on the ground/neutal bar. It will measure 120 volts if the breaker is okay.
