Several heaters in a couple of rooms is not working. There is power to the thermostat. There is power to the load. I have checked the power at the heater and each leg is 120 volts. I changed out a heater to a new one just purchased but still no heat. I am at a loss to figure out what is going on.

If the baseboard heaters are 240 volt, you'll have to verify that 240 volts are available at the heater. Checking each line to ground does not do that, check line to line.
